Tripoli, February 9, 2026 – The Central Bank of Libya has called on commercial banks to subscribe to the absolute speculation deposit certificates, issue number (4-2026), in accordance with the procedures and controls followed in previous issuances and according to the terms and maturity dates specified in the subscription announcement.
The Central Bank specified in its statement on Monday three categories of deposit certificates: the first for a period of 91 days with a value of 10 million dinars, maturing on May 18 of this year; the second for a period of 182 days with the same value, maturing on August 17 of the same year; and the third category for a period of 365 days with a value of 10 million dinars, maturing on February 16, 2027.
The bank clarified that the profit distribution ratio between the two parties will be 99.75 percent for the subscribing bank and 0.25 percent for the Central Bank of Libya as the speculator, following the final evaluation process of the returns generated from investing in these certificates. It indicated that the expected profit margin ranges between 5.5 percent and 7.5 percent annually, which is an estimate and not binding, reflecting the financial estimates associated with the certificates.
