WhatsApp, owned by the tech giant Meta, announced that Russian authorities attempted to completely ban the application. This move is seen as a strategic step to push users towards the state-supported local application ‘Max’.
A company spokesperson confirmed that the attempt to isolate over 100 million users from secure means of communication is a “step backwards” that would reduce the level of digital security in the country. The spokesperson emphasized that the company is doing its utmost to maintain connectivity for its users despite these pressures.
These actions are part of the Kremlin’s vision to build what is known as a “sovereign internet” – a digital space aimed at isolating users from Western technology to ensure “content is subject to government censorship”.
Fears of the app being used as a surveillance tool
This crackdown is not limited to ‘WhatsApp’ alone; it is part of a broader campaign that has also affected the ‘Telegram’ app, which millions of Russians rely on. Meanwhile, authorities are mandating the pre-installation of the ‘Max’ app, inspired by China’s ‘WeChat’, on new phones. This has raised human rights concerns about its potential use as a surveillance tool, despite official denials.

Amid this complex landscape, the return of services linked to Meta, whose other applications like ‘Facebook’ and ‘Instagram’ were previously removed, remains hostage to political negotiations. A Kremlin spokesperson stated that the matter depends on the extent of “compliance with Russian laws”.
The spokesperson explained that opening a dialogue with the authorities is the only way to reach an agreement, while adhering to rigid positions would permanently close the door on any chance of return. This puts the future of digital communication for nearly 100 million users in Russia at stake.
