A source close to the Libyan Handball Federation stated that a Tunisian refereeing crew will officiate the derby.
The top three teams from each zone will qualify for the second phase, along with the fourth-placed team from the first zone, which will play a decisive match against the fifth-placed team from the second zone to determine the eighth and final qualifier for the second phase, which precedes the championship phase.
