A legal expert in the oil field wrote an article saying: What is Chevron’s relationship with the Arabian Gulf Oil Company?
I followed the news of meetings that included technical officials from the National Oil Corporation and the Arabian Gulf Oil Company on one side, and Chevron on the other. The question that must be asked now is: What is Chevron’s relationship with the Arabian Gulf Oil Company? The latter is an operator subsidiary owned by the National Oil Corporation, and from a legal and contractual standpoint, there is no contractual relationship—neither exploration nor production—between it and the American company Chevron.
We all know that any interference by Chevron in the fields of the Arabian Gulf Oil Company constitutes an infringement on the Libyan people’s ownership of their oil wealth, as stated in the Petroleum Law and the law establishing the National Oil Corporation. If the American company Chevron wishes to conduct its activities in Libya, it must submit a proposal following the established procedures in this context through a public tender round, or negotiate to obtain a stake in an exploration area, like any other partner, in what is known as exploration risk.
As for thinking about selling producing fields, this is another crime if it actually occurs, then it would be committed in violation of the law. This is a pattern unknown to the National Oil Corporation and cannot be legally approved. Otherwise, this action would one day be subject to international arbitration, and it also violates Parliament’s Resolution No. (15) of 2023, which prohibits investment in natural resources until free and fair elections are held, resulting in a national government in deed, not just in word.
This is a warning from a specialist to protect our natural resources and the future of coming generations.
