Libya’s NOC Chief Confirms Commitment to Reducing Gas Flaring and Emissions
The Chairman of the National Oil Corporation affirmed Libya’s firm commitment to reducing gas flaring and emissions, especially methane emissions, by adopting best international practices, modernizing infrastructure, improving operational efficiency, and deploying advanced technologies for monitoring, measuring, and controlling emissions in line with international environmental standards.
The Chairman of the National Oil Corporation stated, during the opening of a consultative workshop in Tripoli on Monday, that the Corporation’s ongoing efforts to reduce gas flaring have resulted in a reduction of over 100 million cubic feet during 2025, with expectations that reductions will exceed 180 million cubic feet by the end of 2026.
He added that Libya’s joining the United Nations Environment Programme’s Oil and Gas Methane Partnership (OGMP 2.0) reflects the Corporation’s practical commitment to environmental transparency, climate protection, and effective contributions to global efforts to combat climate change.
The Chairman also praised the consultative workshop as an important platform for dialogue and knowledge exchange among participating stakeholders, stating that it would help enhance a shared understanding of the challenges and opportunities related to emission reduction and methane management, while laying the foundation for future cooperation. He expressed hope that participants would provide practical recommendations to support environmental sustainability and the future of Libya’s energy sector.
The two-day workshop, hosted by the National Oil Corporation in Tripoli, is held under the supervision of the Corporation’s General Administration for Health, Safety, Environment, Industrial Security, Renewable Energy, and Quality, in partnership with the European Union Mission and the United Nations Environment Programme’s International Methane Emissions Observatory.

National Oil Corporation
The National Oil Corporation is the main government body in Libya responsible for managing and developing the country’s oil and gas sector. Founded in 1970 after the nationalization of foreign oil companies, it plays a pivotal role in the Libyan economy as a primary source of revenue. The Corporation works to regulate production, export, and investment in this vital sector.
European Union Mission
The European Union Mission is a diplomatic and cooperation initiative of the European Union in various regions of the world, aimed at promoting stability, security, and development. Historically, these missions were launched in the context of EU efforts to strengthen its global role, including by supporting partner states in areas such as judicial reform or border management. A notable example is the EU Border Assistance Mission to Moldova and Ukraine (EUBAM), active since 2005 to facilitate customs control and combat smuggling.
United Nations Environment Programme
The United Nations Environment Programme (UNEP) is an international agency founded in 1972 to coordinate global environmental efforts. It aims to protect the environment and promote sustainable development through policies and international cooperation. It plays a central role in addressing issues such as climate change, pollution, and biodiversity loss.
International Methane Emissions Observatory
The International Methane Emissions Observatory is a global initiative launched in 2021, designed to monitor and reduce methane emissions, a potent greenhouse gas. It uses data from satellites and ground-based measurement systems to identify major methane sources and support the implementation of climate policies. Through transparency and international collaboration, the observatory contributes to achieving the goals of the Paris Agreement.
