A source from the Central Bank of Libya confirmed in media statements that Monday’s transactions are limited solely to settling previously pending personal use reservation requests from December 2025, without executing any new requests until this batch is fully completed.
The bank disclosed the start of foreign currency sales for personal purposes as previously announced, clarifying that the process will continue until the sale of the $600 million allocated for this phase is completed. It indicated that after finishing this batch, exchange companies will resume their work according to the operational mechanism circular officially issued today.
The bank also announced the reopening of the documentary credits system and granting approvals to banks, in addition to activating credit reservations through the dedicated platform.
🟦 New Financial and Regulatory Measures Package
Earlier, an official source at the central bank revealed the start of implementing a package of financial and regulatory measures starting Monday, aimed at:
- Addressing the backlog from past months
- Regulating the exchange market
- Organizing the personal use system for 2026
The source explained that the bank will begin circulating the new operational controls to all exchange companies and offices, with the goal of enhancing oversight and improving financial compliance.
🟦 $600 Million Monthly… and Continuation of Payments
The source pointed out that the bank will resume implementing pending personal use reservations from December, valued at $600 million, confirming that the first payment will arrive during February, with payments continuing monthly at the same value.
🟦 2026 Personal Use Allocations
Exchange companies will provide personal use allocations according to the approved ceilings, which include:
- $2,000 per individual as a basic allocation
- An additional $8,000 for those who wish
- $7,500 for study purposes
