Benghazi, February 16, 2026 – The Cabinet of the government mandated by the House of Representatives issued a decision to open temporary monthly financial allocations for the state’s general budget. This is to ensure the continued operation of public facilities and cover operational commitments and government salaries during the transitional period before the new budget is approved.

The first article of the decision stipulated that the Ministry of Planning and Finance is permitted to open temporary monthly allocations based on (1/12) of the financial allocations specified in the General Budget Law for the year 2024. This is to ensure the continuity of financial operations without disruption, while obligating the Ministry to make the necessary adjustments immediately upon the issuance of the General Budget Law for the year 2026.

In the context of implementing the decision, the director of the Office of Ministry of Planning and Finance Affairs sent a letter to the controllers and directors of financial services offices in municipalities, and the financial controllers in ministries, bodies, and public institutions. The letter included a copy of the Cabinet’s decision and put it into immediate implementation. This ensures the continuity of disbursing financial commitments and salaries according to the legally prescribed proportion, until the new budget is approved, and without affecting the provision of public services to citizens.

The decision affirmed the government’s commitment to maintaining the smooth flow of financial and administrative work, and supporting public institutions in meeting their operational needs during the temporary period. This ensures the financial and economic stability of the state until the 2026 budget is approved.
