Tripoli, February 15, 2026 – The Undersecretary of the Ministry of Industry and Minerals for Public Affairs, Production, and Industrial Areas discussed, in a meeting held with officials from Goodwell Ceramic LTD, the technical arrangements and procedures related to a proposal to establish an advanced cement production plant within the country.

The discussions focused on establishing a regulatory framework to ensure the project aligns with national plans for developing the industrial sector, and explored ways to overcome administrative obstacles for implementing this strategic investment.

The meeting reviewed details of the project’s targeted production capacity, estimated at two million tons annually, while emphasizing the adoption of the latest global technologies that adhere to strict environmental standards and work to reduce carbon emissions.

This direction comes within the framework of the Ministry’s efforts to adopt concepts of sustainable green industry, which balance increasing production rates with preserving natural resources and the surrounding environment, keeping pace with international industrial developments.

During the meeting, the Undersecretary stressed the Ministry’s full commitment to supporting industrial projects that contribute to localizing core industries and enhancing national production capabilities, considering such projects a fundamental pillar for supporting reconstruction projects and achieving self-sufficiency.

At the conclusion of the meeting, the company’s representatives expressed their full readiness to complete all procedural requirements in coordination with the relevant authorities, affirming their commitment to implementing the project according to the established legal and time frameworks in Libya.
